Failing on "Require another subscription" check blanks signup and terms & conditions

1. A user goes through the signup process and tries to purchase a product that is set to "require another subscription"
2. When they push submit they are given the terms and condition screen
3. When they accept, they are redirected back to the a blank signup form and given an error stating that the additional subscription is required.

It seems that it should happen this way:

1. A user goes through the signup process and tries to purchase a product that is set to "require another subscription"
2. They are redirected back to the signup form (pre-filled with information they had just enetered) and given an error stating that the additional subscription is required.

Basically this would be changing the order of when the check for terms and conditions happens (after the required subscription check) as well as code to retain the populated fields in the signup form.

Is anyone else experiencing this?
